I reposted a modified version of the IBO 4.9.13 Beta 25 zip file.
There was a little glitch in the initial file that caused IBO to fail to
compile.

The change needed is to remove this line of code from IB_Components.pas

{$I IBA_StringList.imp}

That file was not included in the zip. It was a blank file. I actually moved
all of the string list stuff into its own separate unit called
IB_StringList.pas. You may need to add this unit to your uses clause in your
application.
