When try to insert a stored procedure in firebird 2.5 with TIB_Script
component, which contains a character of any language other than English and
is an ñ or an accent, I get an error of type STORE RDB$PROCEDURES failed,
this gives me no error in Firebird 2.1.3, I am using the 4.9.9 IBO
