No.

IBO 4.9 installs into D2009.

I simply don't have the installer working so it is only raw sources. But,
this latest release now has a project group file with all of the packages so
it makes it very easy to manually install. Just open that project group file
and build all packages and then right click on all packages that are in the
format of xxxxDT_D2009.bpl as well as the package for the replication RPL
and full text searching FTS (these two packages are both runtime and
design-time) and choose "Install". You will also need to put the path to the
sources in the Environment options debugging.
