Because package files are ".dpk" ? Sorry, I don't have Delphi 2006,
so I have no idea what a ".dpc" file would be.

The latest version of the installer should work if you have a clean
setup. There is documentation for installing in the IBO help file,
which you can get as a separate download from the Downloads page.
