OK, have followed your instructions. On the component palette I see iboCore,
iboAccess, iboTools and iboInternet. Under Component | Install Packages I
see IB Objects Core Components, Internet Extensions, Native Data Access
Components, TDataset Internet Extensions and Tools Components. Does that
appear correct? I do not see the TIBODatabase and TIBOQuery component icons.
Under which pallet tab should I see those?
Have not yet opened the form that requires these items. Need to install
another package first. Will let you know results when done.

Yes, I know it's not supposed to be this way. But no, there's not a high
chance that the Eval version will install properly if you don't take care
of this.
