Read ze Help file. Look at the SchemaCacheDir property of TIB_Connection.

Connection will be slow the first time, as IBO loads the local cache. Next
time the client connects, as long as the schema hasn't changed, it will be
fast. (If you changed the schema, IBO will resync the cache on the next
connect.
