TIB_Metadata, plus there is a dialog implementation of this
as well. So it can extract the metadata in various ways, how
you go about doing comparisons, and what you do as a result,
is up to you.

My DBak application uses the metadata extraction process to
backup/restore or rebuild a database. It does not currently
support any sort of compare-and-create-an-upgrade-script but
I did build DBak so that you can upgrade databases in a staged
process (which is my preference anyway).
