I thought the same thing but I'm not so sure. Today I've been swapping
between using IB_SQL with full server (fbclient.dll in system32 renamed as
gds32.dll) and embedded (fbembed.dll in the application directory, also
renamed to gds32.dll). I was deliberately see-sawing from one to other and
stopping the full server en route. There were no surprises, even with
repeated reconnections.
