Also, the INDY guys use IBO quite a bit for their stuff. Chad and I have had
numerous rounds while he has been using IBO so that he was getting the best
use of it.

I've written numerous ISAPI extensions with IBO.
Did you remember to use TCP/IP protocol for your database connection?
