Doesn't user password change need SYSDBA password?
I use modified ISC4 database (from I.Prenosil - http://www.volny.cz/iprenosil/interbase/ip_ib_isc4.htm)
This allows users to modify only their data in security database.
For modification I use isc_modify_user().
