I had exactly the same problem just last week. Jason suggested I had
some old code lurking around so I removed all traces of IBO from its
directory and the blp directory and did a clean install.
I then installed the pipeline package from the download page (the one
with seperate design and runtime packages). I had to make several
changes to the packages because I'm using D6 and RB7.
I changed the requires section of the DT package to match my RB
packages eg dclRBE76, similarly in the runtime. Also IBO40CRT
has to be changed to IBO40CRT_D6 if you are using D6.
After that all was well
