I'm not a Delphi user, so I can't talk from experiance, but
I get a similar problem in Builder5 if I don't have the
'other' runtime libraries installed in the default Builder
setup.

Rather than using 'Install', can you simply 'add' the
missing IBO packages to your setup, I can in Builder and it
offen gives a different error message when there is a problem.
