I have similar situation before. I dont know if it has anything to do
with IBO, since that time I wasn't using IBO. But when I complite and
run the program from delphi there was error coming out. So what I did is
to build the application by pressing control F9 and from winexplorer I
run the program.

Does your other delphi program without IBO behave like this?
