No, it's an add-on, the same way replication and fuzzy-search are
add-ons. Nothing in the components has a dependency on it. Jason built a
Service Application framework as a kind of "starter kit" for people who
wanted to develop such a thing. If you needed to develop one for yourself
in D4 using this framework, it would be very simple to modify Jason's
framework to use the equivalent components in Delphi 4...it's just a
specialised form.
