That form isn't supported under Delphi 4. I suppose that isn't really
documented anywhere.

If you need to use the service base module then you will need to take out
the email feature. It also appears the form is stored in the Delphi 5 text
mode instead of a binary DFM. Do you have a copy of Delphi 5+ around? If so,
right click on it and remove the check box from the Text option so it will
use the legacy binary DFM storage.
