For now, try commenting out IB_Import.pas from the 'contains' list in the
package source.

There is a major issue with using IBO4 with Delphi 3, if you need to use
the native IBO controls (which, in fact, you do, in the IDE property
editors, even if you are going to use TDataset-compatible components for
data access, and therefored would be using the VCL data-aware
controls). The D3 problem has to do with its buggy implementation of
object interfacing, which the native controls use extensively in IBO4.
