This is similar to a problem I have had in the past.
BT Frame Relay can be a pain when BT have not actually set
it up properly, and we kept loosing too many packets for
TCP/IP to cope. Now that the network problems have been
fixed - no problem.
In trying to cope with the disruptions, we set up to drop
the connection when it was not needed. In your case you seem
to be doing something that has started a transaction, so a
specific 'Rollback' may be needed to help force a closure. I
have that in a secondary timer, so if the first 'retry'
fails, a harder 'Close All' is applied, and that allowed a
reconnect.
Since the network fault has been sorted, I have not logged
any 'Close All' but we get an ocassional 'retry' each month.
