What is "punt"?

I moderate this list and I haven't touched your account...your messages seem to appear regularly. The last I saw was this:

Setting SchemaCache to 'c:\temp' in TIBODataBase causes
an error 'ISC ERROR MESSAGE'

'Table unknown'
'IBO$SCHEMA_VERION'
'At line 2, column 6'
'Process stopped. Use Step or Run to continue'
upon a TIBODataBase.Connected := True;

The actual code swallows the exception if the schema table isn't found. You are seeing it because you are running the debugger with Stop on Exception checked true.
