Because when in search mode and criteria is entered I assume the people are
identifying which records are of interest. Therefore, is refinement criteria
is provided I deem it unnecessary to flip into the HDR refinement mode.

It is inefficient to mix in the HDR overhead if the user is only getting a
few records back as a result of them supplying search criteria. Search
criteria is intended to bring back records of interest to the user.
