Look in Addon directory. There is an framework a IB_DBTreeView component.
You have to look into source (only 100 lines of code) to understand meaning
of properties but it's working for me, because it is a slim solution, works
with native IBO queries and so it is really fast. All enhancements (like
drag and drop support etc.) you have to provide by your own.
If you prefer to use a ready to use component, then have a look at
DevExpress components. They provide a DBTreeView component ( even embedded
in a DBGrid) but you have to use IBO's TDataSet compatible stuff to get it
work.
