The right file was in my sources but it got there from another directory
such that it had an older timestamp than the files collected into the
sub-release. When I do sub-releases I sort by the file modification date and
take all changed files into the ZIP. This time the resource never made it
into the sub-release.
My apologies for being so sloppy here.
