I think that v3.x should probably be left as is, and start v4 with the
'new' rules. As long as we are now aware that CHAR columns may not be
the right length in v3.x we can compensate. But the upgrade to v4 will
need a complete check of our code anyway, and these sort of changes can
be managed better at that time.

I for one have frozen systems using v3.6, so I will not be going back to
them anyway.
