My machine monitor program has an 'Always on Top' flag which does prove
usefull at times. It is nice to action an event and see the results. A
similar toggle on TIB_MonitorDialog could be useful.

The problem is that windows gets it's nickers in a twist when you have
more than one 'Always on Top' present. Theory is great - making it
reliable across all windows platforms is some heavy work! ( I have not
got it to work in W2k as yet, but since my clients are all W98SE I am
not waisting time )
