Seems like I've seen this error if IB client is not installed.

If you're talking about IB5.6, then go to the server (machine) and start
the IB license registration tool.
Enter the license numbers oyu got, when purchasing IB.

There's one (50-51...) that you entered when installing IB. If you
haven't entered the other numbers your IB server is still set up as a
local server, denying remote access.

Rnter the license numbers other you've got (50-52... remote access,
50-53 client capabilty, 50-54 metadata, and evtl. several user
licenses).

After entering these numebrs RESTART your IB server.
