I think it is a good idea. For now all the text is in the IBA_XXXX.INT files
is comments right with the sources. perhaps you could give that a look?

I also need to find out where the Time2Help tool is at these days. Perhaps
they have made some enhancements that would make things easier. Supposedly
they are going to make it so that the text can be maintained externally in
UnitDoc files and then they parse the components and establish the framework
for the help files. This is the part I want automated the most.
