I don't mind adding in this for the IBO v3.x as it seems it would be
isolated from what we are trying to solidify. Feel free to proceed knowing I
will put it in both 3.x and 4.x.
I would like the older versions left in there so a rename for them would be
appropriate. I would like to see if it is actually possible to have
backwards support (although its no big deal if we cannot). If someone is
using a IB5.x or earlier version they already have their system in place for
their admin stuff.
