If you are trying to manually change the database in IB_Connection, then
'Active' must be false. If you use tools in the IDE, the connection will
automatically open, and 'Active' is set true. When you finish editing
check that all IB_Connections are set back to 'Active=false' or you get
the message you report when trying to make changes before you plan to
open the connection.

( I still forget as my database information is loaded from the registry
and have a sort of auto-pilot to switch them off and restart ).
