Generally it means that the changes are significant and need more
testing before implementation into production environments.

By all means develop with it (isnt that the best way of fully testing
a product), just dont implement into production with this version.
Any significant problems will be discovered (usually within a few
days) and fixed in subsequent releases - such fixes will generally
have minimal impacts on any development you have performed.
