You need the full source in order to use the internationalized constants
units.

I agree that there is need for improvement here. Because IBO v3.x is still
supporting Delphi 2 this is a little more difficult to do as you are
suggesting. IBO 4.x will be a different situation since I am dropping Delphi
2 and adding in Delphi 6 and Kylix.
