Rename IB_CONSTANTS.PAS to IB_CONSTANTS_ENG.PAS and rename
IB_CONSTANTS_GER.PAS to IB_CONSTANTS.PAS. Then just open the dpk file and
recompile & reinstall.

Did you hide the bpl file before you recompiled the IBO package?
