Actually they can, set the all messages require moderator approval flag,
in the group setup, it can be set up so that the moderator gets an email
when an approval is pending, if memory serves you reply to approve the
message, forward it to discard, go to the website, click on pending, and
you can ban the user from the message screen, and discard the message.

It works quite well for groups like this one, where the volume is fairly
low, I am a moderator on another group that is setup this way, if you
need assistance let me know on list, and I'll reply off-list, this email
address throws away all non-list mail, so don't reply directly to it.
