Is your other application maybe connecting as Firebird Embedded instead
of through Firebird server? That could explain the difference in
behavior, although I don't think starting IBOConsole would solve that.

The Firebird version you use is ancient, and it isn't the latest 2.0.x
version. I'd suggest to first try upgrading to 2.0.7 (the latest 2.0.x
version from 2012) and see if that fixes the problem or not.

A lot of bugs were fixed between 2.0.3 and 2.0.7, see

PS Better would be to consider upgrading to 2.5.x or even 3.0.x. Even
version 2.0.7 likely contains security bugs that haven't been fixed as
they were found after 2.0.x was discontinued (End of Life).
