Sounds a bit complicated but it will work. Don't forget to copy to
security2.fdb, firebird.conf, aliases.conf (and maybe fbtrace.conf) from
your old install to your new.

Personally I'd use the installer and:
1. Backup database
2. Uninstall Firebird 2.5.1 (if you used the installer)
3. Install Firebird 2.5.4 (it will use the same folder if using defaults,
preserving config and security database)
4. Restore database
