Obviously, Rick is double checking that the backup is valid.
As for "-use_all_space " option:
1 - the restore will use less disk space
2 - I suspect that Rick believes that the restore will run faster, since more data will be on each page, thus less disk IO. (Personally, I have never tested the performance)
