Do you know what is the cause of this error message and how resolve it?

After a ROLLBACK the message:
'OLE IDispatch 0 de ibeole.TIBOLECommand: violation of FOREIGN KEY
constraint "FK_HISTORICOFAC_1" on table "HISTORICOFAC" number of
transactions per sweep required.'

is showed.

We know about violation of FOREIGN KEY, that's not the problem,
but...what's that of "number of transactions per sweep required."????

Why happens?

How can we fix that error?
