Actually, I was wrong there. ISO-8859-1 has the C1 controlcodes in range
7F-9F. My confusion stemmed from the fact that some people abuse
ISO-8859-1 as if it is Windows-1252 and then you get transliteration errors.

For ASCII only allows upto byte 7F, the bug your quote is real.
