Check your xinetd settings ... You will find that this controls the number of
connections and is probably set quite low. If you have a backup process or
something else running between 16:00 and 18:00 then this could be using up the
spare connections, but I was finding back office staff were running their stats
for the day at the end of the day ... and getting this problem :)
