My experience is limited and I mostly use Firebird from ECO from
www.capableobjects.com. But I can say that now that I've been using
FlameRobin with UTF8 with quoted identifiers with Swedish letter for
quite some time, both Firebird and FlameRobin seem to be coping quite well.

I haven't tried UNICODE_FSS, but have a vague recollection that it's to
be considered deprecated. You can lok them up at Wikipedia if you like.
