No.
But you may use task scheduler (win) or cron (lin) to run isql (for exemple) to execute some script at a given time schedule.
Also, recent FB versions (since v2 or v2.1, can't remember) has the possibility to define db triggers (before/after connect) -- it can be used in some scenarios.
