Actually, as you are getting the database down message, what happens if
you try this instead:

c:\> gfix -online normal <database>

You might need to add -user sysdba -password <sysdba password> to the
end of the above if you don't have %ISC_USER% and %ISC_PASSWORD% defined.

If all you get is the prompt back again, you *should* be good to go.
