What's the exact rule on when ALTER PROCEDURE won't have any visible effect?
There's something about the procedure having been used by other connections that
are still present, or any connections, or ... something. In my dev environment, I
settle for just bouncing all the connections, but is there a better, more exact
description of when the procedure cache gets dumped (for both Super and Classic)?
