I would be very difficult to find out what software installed the EXE, since no central registry of applications which use Firebird is maintained.
So, I would suggest that you rename the "EXE" to "EXE_OLD" and see if an application complains*.

*If you do figure out which application is the problem, give the developer heck! They should be publishing a list of EXE/DLL which their application installs, so that users know "what is what".
