Norman,
Thanks, the "single" variant did the trick. Do you happen to know how
I'd send that command through the services API? I can't seem to find
that information.

You look to me to be using the old pre 2.0 style shutdown commands.
I'm sure you need:
gfix -shut multi -force 0 -user SYSDBA -password masterkey
E:\data\frisdev.fdb
or
gfix -shut single -force 0 -user SYSDBA -password masterkey
E:\data\frisdev.fdb
or
gfix -shut full -force 0 -user SYSDBA -password masterkey
E:\data\frisdev.fdb
