That should not matter for the first connection to Firebird, unless your machine is also comprised and working as a zombie to flood other hosts.
*: There are some 'patches' around to remove this limit and I believe Vista SP2 also removes the limit. I know for sure they removed this limit in Windows 7.
If you want to check if you are having this problem. Check the 'System' eventlog for event type 4226.
