I move from version to version by doing a meta export in the old
version, then make necessary adjustments to the meta information then I
create a new/empty database with this meta information using the new
version and pump the data from the old to the new one.

Never did it but I think this should work directly from 1.5 to 2.5.
This obviously doesn't handle the security db as I distribute only with
the embedded I don't know what is involved there.
