Configuration of IB is Superserver, but with 2CPU support

Why it is problem if I have enough RAM.
One of our users use these settings on 64bit Win server for FB2.1 classic server and it works fine (as they inform us)

So would it be the reason to switch to classic server to have lower memory limit for one process?
Or I have to set lower values for both parameters.
