I just tried to run the restore process on a different database and received the
same result.  v2.1 source database using v2.5 restore process.

Are you by any chance attempting to restore a database of ODS <11.2 that already
had a user-defined role with the name RDB$ADMIN or "RDB$ADMIN"?
