There is a role in the RDB$ROLES table called RDB$ADMIN, but it was not created
by me or any other administrator for that matter (since I am the only one).

Are you by any chance attempting to restore a database of ODS <11.2 that already
had a user-defined role with the name RDB$ADMIN or "RDB$ADMIN"?
