It may not be doable for you, but have you considered switching to classic. In my experience classic is much more stable in such situations. Since every database connection gets it's own process it's almost impossible that the whole servers grinds to a halt.

The most important thing to check when switching from SS->CS is the setting for page buffers. And you need to make yourself familiar with xinetd.
