Is charset for metadata changed in 2.1, isn't it?

If I restore some old 1.5 database with 2.1 what whould I do to make
sure everything is ok?

Currently my db is WIN1251. When I restore and try to open it in
IBExpert I get "cannot translate between character sets". If I change
conection params to utf8 it opens. But I would like to use it with
WIN1251 for now.

I've seen somewhere a guide to deal with this new feature but cannot
find it again.
